PARTE I LA REFORMA ELECTORAL DEL COLEGIO RELIGIOSO EN EL CONCLAVE CARDEIAS:
El Colegio Electoral de los cardenales que se convierte en el cónclave para elegir Papa cuenta con 115 cardenales, de los cuales 90 son europeosincluyendo 28 italianos es desproporcionada teniendo en cuenta que la mayoría de los católicos de hoy son los primeros en América Latina en el segundo lugar en África y el tercero en Asia, como Su Santidad está por encima de todos los argentinos y latinoamericanos es el entendimiento de que Estoy escribiendo; lamentable que Asia tiene sólo un cardenal en Filipinas. Pido a aumentar el número de Cardeias de acuerdo con la proporción de católicos en los habitantes de cada país, Brasil debe ser por lo menos 12 y no 5 como Cardenales tienen, el Cardenal debería tener una Asia donde tiene al menos 100.000 católicos, es esencial que Japón, Corea del Sur, Taiwán, India, Hong Kong, Líbano, etc por lo menos se había convertido en un cardenal cuyo número podría aumentar a por lo menos 1000 en el cónclave futuro. Solo puede ser elegido Cardeias católicos romanos, sin embargo lo más dos propuestas:
1) la participación de obispos y arzobispos en la elección del futuro Papa, sin embargo, sólo Cardeias tendría derecho a ser elegido, ya que los obispos y arzobispos podían votar sin embargo, no se puede votar el Papa.2) La participación de los patriarcas de las iglesias de rito oriental uniatas podían votar más sin clasificar
